Procurement for Town and Parish Councils

(including Tendering and Writing contracts)

Navigating procurement requirements can be a complicated process for most local councils. There can seem a growing number of regulations to adhere to; and uncertainty over what form of legal agreement or process to use.

This session provides essential guidance to help local councils through this difficult process. It will enable participants to implement effective and legal procurement – in particular when and how to go to tender. It will also outline how to develop straightforward contracts and robust written-agreements.

The session is split into two parts: -

Part 1. Procurement Procedures

· Understanding regulations and completing a procurement process

· Developing criteria; for sourcing, purchasing and awarding contracts

· Managing estimates, quotes and tenders

· Ensuring value for money, social value and fairness

Part 2. Contracts

· Writing basic contracts and agreements

· Developing Invitations to Tenders (ITT’s)

· Using Contract Finder and Find a Tender

· Producing comprehensive specifications

· Ensuring contractor’s legal compliance

· Effective contract management

Mike Deegan has extensive experience of developing and managing successful contracts; firstly through nearly 20 years with a leading national charity and later during a busy 9-year spell as a Parish Councillor. His experience means he knows how to develop legal agreements, manage contractors or suppliers and see contracts through to their successful conclusion.
